We've been discussing this online recently. How about rotating the maps after two weeks, if there hasn't been a reset in that time?
One week is just too soon, and there is only one map that is giving troubles regarding reset. This would fix it I believe. I'm sure there could be times when a country is close to reset and the server rotates maps, unless HT has a way to fix that?
