He did of course but apparently had his doubts about the wisdom of following up with troops. In the end the USA was sucked in further because of the general incompetence and in fighting among the ARVN commanders who were more interested in protected their own interests than that of the country. It's interesting to speculate but perhaps JFK would have handled the whole thing better than Johnson.
In the context of the times, Vietnam was another domino threatened by Communism. No one ever thought it would become the painful rite of passage that it became. It was if you like to use a reverse analogy, the Iraq of it's day.
