Log in to the arena and post request to drive CV, choose to pledge 0 or all available up to a set cost perk points to do that. First come-first served, no score senority crap (as long you have a lot of perk points!). Get notification of your current number in line. Can withdraw any time. The roster should show who is in line and in what order.

Once CV is available (released by previous player, or previous player logged/discoed), see a popup on the screen whether you still want it. If not replied positively in 5 seconds, another player in line gets the offer.

Hit "Accept CV Control", automatically deposit a toejamload of perk points (cost of CV and remaining escorts).
Optional - If in flight, set the plane to autopilot and take control of CV. Should be able to control CV while flying - if only to land.
Or you could have arranged with the previous guy the orderly release of command when your order in line got close (CV, serving number 55!...)

Drive the CV around - from bridge, gun turret (preferably 5" AA) or a plane.

Release the control of the CV to another guy.

In 10 minutes get collect back your deposit of the perk points excluding the cost of damaged/lost escorts and CV. That will make you think, coordinate plans with the next guy in line and prevent you from bailing out if you screwed up and leaving bad situation to him.

Details:
If you have enough perk points, apply for control of both CV groups - it's a capitalism, babe!

If none in the arena who appied to drive a CV has enough perk points to do it, the first in line gets CV for all his perk points.

Option to consider:
A guy with full amount of perk points to buy the CV may be able to bump off the one in control who have not paid for it. In that case the bumped driver gets his points back immediately and bacomes first in line again.

 Option to consider:
Perk point cost to drive the CV - x/minute. So that no one is tempted to stay whole day. If a long trip is needed, set CV straight and release control.

 Option to consider:
Time limit on CV driving (20 minunes) if there is a waiting list. That will promote cooperation and coordination among perspective captains.

 Option to consider:
Apply for control of the CV but pledge no perk points, even if you have them. You get the control if no one else with points wants it. This way if some guy left CV in a bad situation, you will not lose you points and CV stays under control.

======

That scheme would cut down on the number of irresponsible CV drivers, bumping the current captain by a jerk with a higher score, promote planning and cooperation, etc.

Linking control of CV to perks is same as reserving it solely to the best gamers on the game. Those players who do not invest in the game to get the perk points will be denied the use of the cv. Wonderful accompaniment to restricting the plane set to the best gamers as the perk system is not structured.

DEFINITION OF A VETERAN
A Veteran - whether active duty, retired, national guard or reserve - is someone who, at one point in their life, wrote a check made payable to "The United States of America", for an amount of "up to and including my life."

The perk system has merit whether you like it or not Maverick. It limits the best planes so you don't have a whole bunch of super fast rides running around the arena leaving guys who want to fly a 109F4 screwed by Ta152, Me262s, Tempests, etc. It in no way limits the planes to the best players, mere average players have 1000s of perk points. I only have 554 or something, I'm not worried. I don't even intend to fly them.

Every time someone mentions the perk system, you jump in and begin your rant on it. Not only is it premature, it's ignorant because you haven't even seen it in action yet.

It allows for parity in the arena by limiting the super planes to a few. It's not as if these planes will be unbeatable.

But the best player in the game will be able to lose a whole lot of points quickly and become perk-crippled for quite a while!

Also, if he is the best pilot, wouldn't you rather see him on board of a big fat target then chasing your bellybutton in the sky where he is so superior, in a perk plane at that?
Rather then hunt such a perk-rich guy all round the sky, just catch him driving CV, sink it while he is on board or within 10 minutes from his retirement, and voila! - he is now in a perk-poor guy who will not threaten you with an uber-plane for quite a while!

There must be some responsibility for driving the CV. Pledging your perk points is one way. Do you have a better suggestion?
