France is not a "minor" aircraft producer which Gian hinted at, not now, not when that picture was taken.

I have no idea what it is.  There were so many different types of aircraft in the early days of aviation, once a nationality is sorted it can be narrowed down.

I think it is pretty cool for an early biplane.  Love the tail.
