AFAIK acks will hit with all their bullets if only the plane goes straight, with exception of the 88's. This will happen all the way up to their max range. (try go in bomber at 8K over field for instance)
So the reason it is easy to avoid them with just a little manouvering at average range is that they simply hit where you WOULD be if you had kept going. It doesn't take much to get away from that very small target area.
What could be done was maybe adding a little dispersion to the guns, so their fire would basically be the kind of cone we have with the human controlled guns in the game.
This would make it possible for the acks to make a 'lucky' shot even when you are high and manouvering, but not so much dispersion that manouvering doesn't pay off, because the risk of getting hit is the same in either case.
