Couple quick notes:
1. I love the Star Trek reference in the 2nd paragraph...really made me think "hey this must be a well-planned argument"
2. I live 7-8 blocks from the Trinidad area in DC. It's a hellhole, theres really no other description. My girlfriend teaches at a public high school just outside of it (Dunbar, if you've heard of it) and several of her students are from the area. It is truly an indescribable place.
That being said, the blockades are pretty useless. If someone wants to bring things in/out of Trinidad, they are going to. There's really no point in invading the privacy of everyone, in a vain attempt to pull some drugs/guns off the street. The only thing this is going to accomplish is to further alienate the neighborhood...which takes some doing considering it's current state.
I tried to imagine what it may look like to see blockades in my hometown of Canandaigua, NY. (relatively well to do suburb of Rochester) I laugh at the thought. Whats to stop it from happening everywhere? common sense.
