The listed downtimes for strats supported by the supply chain indicate the amount of reduced downtime that needs to be delivered to bring the strat back up. The time it takes for the strat to repair has nothing to do with how much time passes on the clock.
When a player looks at the strat chart in the Help Section and sees a 2 hour downtime, he thinks it works the same as a hanger and that a strat taken down at 10:00 will stay down until 12:00. Then he see the strat back up in less then 40 minutes and thinks they must be running supplies when it is just the convoys delivering their normal 30 minuets of reduced downtime every 10 minuets.
The actual amount of time a strat is down depends on how long it takes to deliver the required amount of reduced downtime. You can decrease the amount of time by running supplies, or increase the time by destroying the controlling facility below 50%. You can also increase the time by intercepting the convoys and trains. In theory, if you are able to prevent any supplies (reduced downtime) from being delivered, the strat should stay down.
