I've seen a couple of CoLo's that were bad, and one of those is worse than that photo.  It was so bad I nicknamed it "Shelob's Lair".  At least in that photo some of the cable guides are being used, a little bit of a bonus.  The first CoLo I worked at, however, was impeccable.

I always thought that's what they looked like anyhow ~ just with big dust covers on them instead of exposed.

This is more than likely just a row of patch panels, not that uncommon.  What I saw were not only patch panels but server rows, and this type of cable management doesn't allow correct ventilation for the servers thus inhibiting their ability to operate at normal temeratures, CRITICAL to servers.
