Will an 8JK array, if installed at twice it's fundamental wavelength, and using 450 ohm ladderline feed, have substantial gain on other bands as well?

Depends..

Actually with a 8JK the spacing is only critical if you are trying to hit some particular value of feed point impedance, and bending the wires
out in various directions doesn't change the performance very much (though it does tend to reduce the depth of the overhead null.)

What band are you referring to now, and what other bands do you want to talk on?

At 5/8ths wave spacing for max gain on fundamental operating frequency it should be about 5 db (considering an installation height of 67') , and I'm a 40m/30m man...but what about gain factors for the same array at higher frequencies since I spend a LOT of time on 28 mHz as well?

Don't you even know that 28.000 to 29.700 mHz is the U.S. Allocation for the amateur radio service by the Federal Communications Commission, and is recognized world-wide as such?
