Without any doubt the best program for that purpose is Razorlame.
Its very easy to use and dont need to be installed, - just extract Zipfile into a folder and run or make a shortcut to razorlame.exe - Razorlame is just a windows-shell for Lame,- the best MP3 encoder/decoder ever made. Both are freeware.
