There's really nothing special about channel "200".
It's simply a text channel that anybody from any country can tune to. Just like any of the other channels from 200-299, and just like any of the vox channels from 200 to 299. Channels 100-199 are limited to your country, and are often used for squad channels. 200-299 are not.
Short of disabling this feature (which I actually find useful in the DA in my rare forays there, and occasionally in the TA), getting rid of "200" wouldn't accomplish anything. The folks that still wished 200 was an option would just agree on a new across-country text channel (maybe 201? or 202? or 203?...).
Don't like it? Then don't tune to it. Problem solved...
Some people really enjoy it though, and as much as the negative aspects can stick out, I don't think the negatives are more imposing than the positive aspects of that channel. To vote to remove something you've chosen to not participate on takes away that same choice for everyone else. Maybe doing that could cause people to log too?
Quite honestly, I've found channel 200 to have some huge positive impacts on my view of the game as well. For one, it's been my number one "help" channel for those times I've needed answers on connection issues, computer issues, etc... Sure, I may need to "filter" a few of the responses, but as a whole I've gotten some good, quick information. It's also led to linking with other players to go "private" to discuss microphone set-up, etc... And yes, I tried "country" channel first, and didn't get what I needed, at least in those instances. 200 has also led to linking with other players in order to advance AH skills. Initially it was to improve my own abilities, and more recently it's been helpful linking with people who want my help to improve their own skills.
Like other aspects of life, I can choose to ignore the aspects of that channel I don't like or find useful.
