I am having problems with my gimp program - I can't figure out how to active all the tools such as blur, 3d, etc, etc. Once someone helps me get that part figured, I should figure the rest out hopefully.

First, select the layer you want to apply the blur to in the layer menu (circled in red)
Then, go to the filter menu shown and drag down to the "blur" menu (at the arrow)

Have you worked through some of the tutorials at
www.gimp.org?
I highly recommend them. If it didn't work for you, you're simply doing something wrong.
