This looks to be a Mitsubishi Ki-57-I. It was also designated as the MC-20-I. It was developed from the Ki-21 Bomber.

With uprated engines it became the Ki-57-II
or the MC-20-II. Those serving with the IJN were designated as the L4M1.

Allied code name "Topsy".
