What I would wish for, is the ability to pick and chose which 15 skins I see when I fly or use or encounter a certain plane type.
There might be 32 skins available for a plane but the player can put 15 into his version of the game and use those. Another player may only have 12 in common and want 3 others that the first player does not want to use. So, one sees what he wants, the other sees what he likes.
These would all be approved skins, historical and HTC reviewed. The skin reservoir could be hosted just like it is currently but with a small thumbnail or "II/JG52" description by each file.
This also has the benefit of allowing squadrons who have historical references to build a library of aircraft for their players to fly.
