Determination of perk points

Quick question that I hope those that have been playing the game longer than me may be able to answer.  What it HTC's methodology in determining the perk cost of a new aircraft/vehicle?  I mean do they take into account historical production numbers, performance, etc, etc?  Was just curious as to what the thought process is.

I'm pretty sure it's about balancing the gameplay. The only reason the F4U1-C is perked is because at one point over half the arena were flying nothing but them, or so I remember. Other examples would be the 262, Tempest, and TA 152 (became unperked because is was not unbalancing gameplay).

It unbalances it when M00t flies it.....

It's all ad-hoc; HTC has never announced a methodology.
