It looks like the plane was dragging. Experienced float plane pilots might want to comment, but it did not look like the plane got up on the float step very well, too much elevator early?
Yep, looks like he couldn't get up on the step. Could have been overloaded but that TO should have been aborted well before there was any danger to the people on the ground.
You have to remember that this is in Alaska where common sense and safety aren't always paramount.
Three times I was in similar situations where the pilot took on passengers and gear without even asking the weight of either. One time we cleared a fuel barge/dock by less that 10 feet after a very long TO run where the pilot tried multiple times to get up on the step.
Still, my favorite way to travel in AK is in an old piston powered Beaver. Every time I have gotten in one I feel like I've stepped into a wayback machine.
