I have been informed that my ATI Radeon 1300 is a outdated I have Xp AMD 64 bit dual core with 3GB RAM any idea's in regards to a good Graphics card.

What is the rating of your AMD processor? And what are the specs of your PSU?
Generally speaking, cards is your price range are rather high end, so you need a rather fast CPU and and a good power supply.
If you don't have at least a Athlon X2 6400+, I would not bother to look for cards in that price range, cheaper ones will be more than enough.

Still best to check around to see if you have the power to run it on your system.  A overworked power supply is not a good thing at all.

Dell's tech page lists a 305W power supply for the E521, although it doesn't say what the 12V rail can handle. One reviewer on this site criticises the lack of power, space in the case and extra power cables as a problem for video card upgrades.

nvidia 8600gt will not require a new power supply and seems to run the game well.
They are pretty cheap also.

The card will work great with Aces High. I have a 7600 GS OC which can run Aces High with the High Res texture package and textures set to 1024. The card might run fine with the PSU. However, he will be on the border between a running and dead PSU.
