Below is what I built.  It is powered by a PC P&C Silencer 420.  Sticks to 57-60fpm with all but self shadows turned on in Beta playing offline in carrier flak.  No spinning clipboard or need for Optimizer patch.  One notch of AA in the Aces display setup page.

I currently am using the 2.90 gigahertz AMD Athlon 64 X2 Dual Core Black Edition, and slightly overclocked it to 3.0 Ghz.
But my mouth is watering already to upgrade again now, thanks a lot, lol.

To reduce delay and stuttering, I recommend you check to see if there are any INF/driver files for your monitor and to get an actual sound card. It doesn't need to be an X-Fi Extreme Gamer Super-Uber Edition or anything, but a dedicated card will greatly reduce the risk of the game waiting for sounds and probably give a slight boost in top-end FPS.

$470 ($410 after rebates arrive) and a long day of OCD cable routing.
