I saw a P-51 at the annual Fort Knox 4th of July celebration make a 400mph pass (after pulling out of a dive) over the top of a bunch of reenactors.  He was definitely lower than 100 feet.  This was probably ~2000.

That was at the Fort Knox airfield, right, on Fort Knox, a US Army operated airfield.  As long as the Airfield commander was happy with it, it was ok.

Texas Flying Legends put on an airshow at St Bart's in 2015, take a look at THESE low passes.  Check out the TBM pass at 1:50.
