Also, this change would not result in more Ki-67s, Ju88s, Boston Mk IIIs or B-25s.  It might result in more B-26s.  It would definately result in more Bf110G-2 + N1K2-J raids.

Very true...you would have to give people a reason to use the other, lighter bombers, not just perk the heavies.
