For the Russians (in terms of their own-built fighters, not talking about P-39s, P-63s, etc.) hardly designed their fighters designed their fighters so specifically for just air-to-air combat. Only the Japanese would be close.
Why did the IL-2 set the record for most produced combat aircraft? Because the Russians believed in fighter specialization. Build a purpose-built ground support AC, instead of multi-role fighters like the US (almost everything) Britain (Typhoon), etc. Germany started out specialized but moved towards multi-role with the FWs.
The current Russian fighters may or may not have some more ordnance, but it's clear that they really weren't designed for ground attack..even the Yak-9T, other than the 37mm, doesn't have the characteristics of a good ground attack aircraft.
