All you can do is call them, request someone other than the first line support folks, as all they will do is tell you, your Internet connection to them is fine.
They need to know you are not a happy camper and why. Point them to this thread, or email the above text file directly to them asking for help and/or and explanation.
If it were me, I would be looking for another ISP that did not use Level3 as a Tier 1 transport.
