Bomber perk points are EASY to earn, and likewise should be utilized a bit more. Make bomber use a bit more serious, no more bomb-n-bail BS unless you're willing to throw away perks.
I've always believed that due to the offensive capability of certain bombers, there should be a slight perk on them regardless. The three main factors when scoring a bomber perk wise, at least imo, should be offensive capability, flight performance, defensive capability/survivability. The Lancs can carry far more than anything else, but is one of the worst climbers when fully loaded. The B17 is not the biggest guy on the block, but it can soak up damage, deliver enough ord to wipe out 6 hangers, have a very favorable flight performance, and still bring a healthy dose of defensive firepower for defense. On the other end of the spectrum, the Boston III only carries 2k ord and has no defensive capability to really make mention of, but yet it climbs like a banshee and has a level flight speed of 335 mph at 12k. Since the bombers big play in the sim/game is its offensive punch, use that as its biggest measuring stick.
This is just an idea for a starting point, not an absolute suggestion (perk points = per plane):
Lancs = 6
B24's = 5
B17's = 4
B26's = 2
Of course, most of us know the Ju88 can carry more weight of ordnance, but really only 4/550kg is note worthy of an offensive strike. The 20/50kg bombs are good for raking a field of OBJ, and not of hangers or SB's, etc. Speed/climb is lacking in a big way, too. Add in the rather Hail Mary of a defensive package, and the Ju88 is barely just below the radar in needing to get perked, imo.
Oh, and the Ar234's are best kept where they are at, imo. Their offensive punch is veyr misleading. It takes a very long time for the speed of it to stabilize, and its 3/550kg (x3) of ord is enough to take out 3 hangers, it is not the most user friendly bomber out there. It is fast, and that is its best attribute, imo.
