Great shot cactus you are gonna have to tell me how to use the blur tool

By using the Lens Blur filter in Photoshop. I think other editing programs have a similar feature, but I'm not sure.

Here's a tutorial that shows how to use the Lens Blur filter to blur it like that.

I didn't do a very good job with it. The trees behind the 38 shouldn't be so sharp.
