Need Help!

I just installed a radeon 4650 HD,after I did It seems to be lag when I shoot like always it looks like its hitting the plane but nothing its like I see them there but there not?
I have checked net status and all good there great connection it just gone down hill since new card,some players say that I'm running to fast for the game but frame rate solid 75 full graphics on.tried to change my refresh rate nothing changes,Tried moving guns in and out same thing appears that I'm right on target.but no killing game has gone down for me so any tips to bring the fun back is welcomed.

The Radeon 4000 series cards include sound capability (output to the HDMI adapter) so if you added a Radeon you might now have two sound devices competing with each other.  I disabled my Radeon 4850 sound by using Control Panel, System, Hardware, Device Manager and clicked on ATI Function Driver for High Definition Audio and selected disable (it's under Sound, Video, and Game Controllers- at least in Windows XP).  It's a long shot and probably won't fix your problem, but if you aren't using the audio capabilities of the Radeon graphics card you might try disabling the audio part.

If you installed the Catalyst Control Center, you will lose a good portion of your video performance if you have the ICON in the system tray.

715 is also quite correct.

The best thing to do for any ATI video card is to only install the video card driver and nothing else.  It is available separately from the full package which installs a lot of garbage on your computer.  Then use something like the "ATI Tray Tools" if you want access to all the control features of the video card.
