Question on new radar settings

Two questions:

1. Under Arena Settings, Environment, Arena: Enemylow, Enemyicon, and Friendlyiconrange - are those settings in feet or yards? 

2. Under Arena/Radar settings/ is the Tower Only checkbox - enabling/disabling this feature - what does it do exactly?  I know if I enable it the radar settings are only on when I'm in the tower.  But if I disable it, does it mean that it's the regular settings?

1. I believe it is in feet, so 9000 would be 3k.

2. It is my understanding if you don't check that box for tower only dar then all the other settings would be as they always have been, (available to anyone flying or in the tower). If you check it then all the other settings are only available to those in the tower, if your flying then dar would be off.

Skuzzy or someone else can correct me if am wrong.
