For 100 bucks you get this: http://www.hardocp.com/article/2010/01/14/amds_ati_radeon_hd_5670_review

Power consumption idle 14W, full power 61W and speed clearly faster than Nvidia 240.

It's a tower, it's just a slimline tower.  I'll try to get some dimensions for you.  Hopefully my inlaws still have all the paperwork saving me from digging into it.
One of these power supplies should do you then...if that is one of the cases I remember.

Won't fit into a case like this:

Using specs/model name, Inspiron 530 is:

Height   14.2 inches
Width           6.7 inches
Depth           17.1 inches
Weight   28 pounds

Intel E4500 2.2GHz, 1GB RAM

Video chipset:   Intel Graphics Media Accelerator X3100
Video bus:           PCI Express x16 (1)

Chassis style   Tower (Mini)

Not a Slim-line from what I see, but I haven't used a Tower in a while so I don't remember what's normal.

As with almost everything Dell they tend to offer at least 3 different cases depending on the system.

Ugh, glad I haven't ever bought a Dell (dealt with a few though).  Only ever had 1 Pre-built system (E-machines) so I don't keep up with them and their annoying "tricks".

Yes, this looks like it's the one, I still need to measure (just been lazy).

Will most likely be buying something this week, either just a PCI-e card I can put in it with the current PSU, or both if the prices are reasonable.

Since this was a free system and you're probably not flush with money:

http://www.newegg.com/Product/Product.aspx?Item=N82E16814150369

That won't get you full max all settings performance but it should get you up to 60fps at 512 textures with detailed terrain and bump map on...lifetime warranty on the video card too.

I appreciate the input gyrene.  I'll have to try to convince the boss to let me spend some of that tax money.
