So instead of using DDT to kill mosquitoes, somebody poured millions of dollars into miniaturized lasers and radar target/acquisition systems.

The problems with DDT are very well known.  The comment he was responding to was pretty dismally ignorant given the ease with which that information can be obtained.  You see that kind of ignorance pushed as "common sense" in a lot of environmental issues simply because people don't even try to obtain even a minimalist familiarity with the subject they are expounding on.
