Frame Rate Problems

I know this may be simple fix.  I have had frame rate problems before, I am using a 7 yr old comp for this, but I can usually mess with my Res and Graphic Detail and have it stay above 45.  I had to uninstall and re-install the game yesterday and for some reason I cannot get it back to the way it was.  My comp is a Sony Vaio (VGC-RB30)

Intel Pentium 4 Processor 530J w/ Hyper-Threading Technology
#Ghz Proc spd
800 MHz FSB 1MB L2 Cache
Windows XP
512 MBPC-3200 400MHz DDR

Graphics

GC-Intel Graphics Media Accelerator 900 (224MB max)
VGA Output

In the "Video Settings" of the game;

1)  Set the game resolutiuon to 1024x768, no higher.
2)  Set the "Maximum Texture Size" to 256, no higher
3)  In the game, under "Options->Graphic Detail->Advanced",  the only things which should be checked are "Bump Mapping" and "Detailed Water".
