bleck... Computer help?

So, my windows installer isn't working...

Fantastic...

I get an error stating that,

"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance."

I attempted to contact Microsoft, I was bounced to HP, and from HP, I was bounced back to Microsoft. When I attempt to manually start the program by using the msiexec.exe command in the run-line, I get this error:
"C:\Windows\system32\msi.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system adminstrator or the software vendor for support."

Tried to install windows installer from windows website, but, apparently that update doesn't apply to my computer! :D

I'm about to blow up the computer -seriously.-

I've tried all I can think of, any other ideas?

There is no original installer disc for windows installer. :D

I do, however have an oem disc that I've been tempted to use.

I was thinking a complete re-install of windows to see if that clears it up.
