Time warner internet performance in once town will not be the same as time Warner internet in another town.. It all depends on system artechecture, date of last update, head end equipment.
In my town I have 20MBit.. but I never see LESS than 30mbit when DLING or testing, and often its over 40. because we have it setup to where if extra bandwidth is available, you can use it, it will only cap you at your provisioned speed when network utilization in your area (node or node segment) reaches a certain level (say 70% usage) subsequently the speeds you get are almost always HIGHER than what is advertised. provided you dont have any wiring issues or anything of that nature of course. In college station they are fixing to roll out 50mbit with 100mbit burst

just throwing that out there for anyone who is not thinking of trying a certain provider because somone from another area told them it sucks. its sucks for them in their area, but it might be greatest thing since sliced bread in your area. try em all.
