Will the colliope be allowed on every tank? and how will this affect the performance of the tank? personally i'll drive em without the rockets

Doesn't work that way. It's specific to the model it's built into. Whether they go back and recode the rest? That's additional work. Possible... but more likely this is a loadout just for this model.
