You want to get technical, the Russians also jumped in with teh horde against the Japanese right at the end.  The Vulch light was on over all of Manchuria.   (and the Germans got ganged by waaaay more than just those two as well  )

Zone ENY is the best solution, in my mind.

I think a more reasonable request would be a zone Eny system that updates every, say, 5 minutes. 

I agree.

That, and have ENY be affected by how many bases you control.  The more bases, the quicker the ENY drops once the number of players start to favor 1 or 2 of the other teams.
