Horrible net status

The game is unplayable for me. The mouse jumps all over the screen. Clipboard won't come up half the time. Net status is beyond horrible. Ping plot as follows.

OK, went back into game. Opened the graphic detail, advanced. All my boxes (detailed water etc...) were unchecked. Re-checked them & mouse smoothed right out. Net status got much better but still not good. Exited the game. Came back in, mouse jumping all over. (laggy) Entered graphics, advanced, it smoothed back out. I didn't even adjust anything that time. I don't get it.
