I think the radar going out country-wide as a result of HQ going down is a bad idea. The victim country is usually being outnumbered and overrun. The current setup just rewards sledgehammer tactics and rolling bases with impunity. Taking bases promotes fights, but without radar or darbars, it means you have to search for the enemy (yawn).
I propose that killing the HQ should instead disable troops for the victim country. That way, they can still put up a fight. The basetakers on the troopless side could run M3s and goons to the HQ (since they have no problem of doing that on offense) and the sledgehammer side will be happy because they won't lose a base - albeit temporarily.
The best part is that there will be more fighting and less searching for the enemy. Fun for everyone.
