Best guess.

Windows 98 can only really directly address 128MB of ram.  When you put more than that in the system it loads an emm type of driver to use the memory above 128.

Thus you have less real memory available, but applications data segment will get loaded into the memory above 128MB so they will take less addressable ram to run.

Try loading MS Word and check the available memory against a 128MB and 256MB system and see what happens.

Bingo Skuzzy.  I was just going to say that in the other post.  That's why I've posted in the past that going from 128 MB to 256 MB thinking they are going to get better framerates are going to be disappointed.

i have 256 in melenium and its at 95% with only saitek runnnin ( after msconfig ) so i think maybe me handels this different . didnt test with 128.

May have to try reloading millenium... really don't want to though..

BTW I got another 10fps by doubling my ram to 256 on a 98 system.

ME is no better than 98 in memory management.  (Uses more of it actually.   )
