What exactly is the prerequisite for setting up a computer to play this game?

Just to mention a few ...

Video cards ... correct video drivers

Sound cards ... correct sound drivers

Memory (size)

Concurrent tasks running in the background

Virus programs running in the background

Firewall setup

Most important ... a modicum of intelligence and patience

I use an old Creative Sound Blaster Live! sound card with drivers from 2001. I run the sound through my TurtleBeach 8 speakers 5.1 surround sound headset. I use all TwinBooms sounds..... because he makes me.... and I have no trouble at all. After the last update I adjusted a few sliders and have no trouble with VOX, directional sounds are good, and my P38 sounds awesome when I hit E.

I too had been suffering with bad VOX quality until yesterday. I spoke with Skuzzy and he explained that the VOX system looks at the overall performance of the game, plus your connection in order to determine the best VOX setup (I assume this means codec and sampling rate).

I know that I have my video settings and graphics set at the point to get the best possible picture while maintaining a good frame rate (normally 59 but would vary going onto a furball or over strat city). So I dropped back to 512 textures and down to x2 AA, guess what VOX now sounds great! I am going to try a couple different video settings to see if I can get back to the Hi Res textures, but at least I know how VOX works and can make more adjustments.

So if you are experiencing bad VOX quality in game try lowering your video and graphic settings just a bit and see if the VOX gets better.

Not saying he is wrong or right because I can't hear his sounds, all I can say is that mine are fine.

Sort of defeats the whole purpose ( which we were told was to allow better utilization of resources) of introducing the Miles System doesn't ?
