Vehicle bail out

I recall a time when one could bail out of a damaged or undamaged vehicle and go afoot.  Now I find one can no longer do that.  Is this a bug or a feature that has been removed?

I do not ever remember being able to bail out of a vehicle.

But then I never did vehicles much.
