Time traveler in Chaplin movie?

Possible time traveler or even humanoid alien spotted in one of Charlie Chaplin films the Circus. The scene it is not actually form the film but one of the extras –but the fact is that this human like figure seems to talk to some kind of device. Debug this please.

Love the Idiotic comments like "There were no phone masts" No way it could be a cell phone, IF it was a time traveller they wouldnt exactly need one. You wouldnt have a hearing aid to your ear in a noisy environment like that anyhow. Definately seems he or she is talking into a small box. Got me stumped that one.
