Welp, the biggest difference is the quality. HDTV's carry a resolution of I believe 1280x1200 or something similar. The HDTVs are widescreen (16:9) as opposed to normal (4:3). The DTVs sport a max resolution of 720x568 (something around there) and I've seen a few that are 800x600. The difference will be in the definition of the picture. An HDTV will cost more but in the long run it'll look better and you'll get more for the dollar. By 2007 everyone will have to have a DTV or HDTV to watch television unless you buy a pricey set-top box (they run around $2000-2500). What all this mumbo-jumbo basically means is that the HDTV will look a lot better than the DTV. The DTV will be digital like the HDTV and support HDTV signals however. I think most DTVs already have an HDTV decoder in them already, but some might not and you may need to fork over an extra couple grand in a few years (keep this in mind and ask about it, it could cost you to overlook it).
My recommendation: go all out HDTV on this one. In my opinion it's going to give you the most bang for the buck. And once you see an HDTV movie on HBO HD you will _NEVER_ go back...NEVER! The quality is practically real.
Now, as for using them as a monitor. I've yet to see a DTV with an RGB connector on it. All the HDTVs have them though. Make sure you ask before you pay though. (Thats always a good idea.
