Dropped field supplies on Disabled HQ (still burning) and supplies vanished and no perks awarded. Confirmed by another supplier with the same result. This occurred @ 9:40 a.m. EST.
If placing the field supplies on the concrete road right next to the burning HQ does not resupply then, I have to say this is definitely a bug.
