Yes, flaps are very useful for lowering your minimum airspeed to keep from smacking into the ground. <G>  In any kind of a yo-yo I use them at the top to help ease my Hog around in a wing-over, (Read:  big sideways mush/stall) or any other very low speed reversal.  As long as you only use flaps for a short time, they work well.  The one really usefull thing flaps can do I find is save my butt when I am about to plant the bird into the ground.  Popping as much flap as I can will normally keep me from pancaking the bird after I've blown all my E in an evasion and can't maintain flight anymore.
