Is 800W power supply the standard now?

I belive my ati-5870 only pulls 225.

Depends on more than the card. I use two Seasonic X750s on a few systems but mostly because of the hard drives I use (8 in each system) and the power hungry boards (dual 480s/580s). My UPS(s) report(s) that I am using 185-190 Watts on each PSU at idle.

This gonna be my rig for the next 4-5years... I want to run all the sliders all the way up and run fraps on full frames hi Res. I would love to get more than 60fps too we will see about that. I'm not sure how its gonna all workout since I'm using a 46"HD TV.

Exactly that's why my system is being built with so many high speed components. I'm hoping it will run 60fps while in capture mode..... I guess we will see!
