No, you must be above 250 to appear on sector counters.

It seems to me that if enough about a target is known to track a dot, that it would also be showing up in the bar by definition. 

SO I guess what I'm suggesting is the a target should contribute to bar if above 250ft AGL OR is being tracked as dot.

But its not a big deal.
