it's just a standard that has been in place for public school systems for as long as i can remember...and every state i've been in since i graduated has been the same...has something to do with the idea that a phd gives the person has better education and therefore has more credibility than a teacher or principal that might hold a masters degree...it's an old standard that should have been done away with decades ago, but the middle aged white collar mentality is difficult to overcome.
