It may happen.  It happened in 1995 as well.  None of the defense or security functions will shut down though.

However Congress still gets paid. One Senator proposed they shouldn't be during a shut-down, but he pretty quickly got SHOT down.

Hm. Congress taking a paycheck and nothing getting done? Sounds like business as usual in Washington with me.

We need to start a popular movement to impose Congressional term limits and salary caps, and strip Congress of its free ride (the houses, cars, meals, and numerous other non-essential expenses paid for by the taxpayers while in office which NEITHER party will willingly give up, AND the pension they receive upon leaving office).
