If you don't destroy every single car of the train, it just respawns a mile down the track and eventually reaches it destination.

I'm not sure what would happen if some mapmaker used trains for some of the bases, just to have more trains to hunt...

I'm not sure.  Shooting trucks is safer, since they don't have auto-ack like trains do.  I can't think of any reason a map maker couldn't choose the convoy type for a base to be a train - it's one of three choices we have (train, convoy, barge).

easy ways to stop trucks: hit the tires with the hull/coaxial mg, or wait until it might hit a hill.

While they're at it, add an occasional staff car out in the countryside that, if destroyed, would delay rebuild time to some small degree. They could probably just stretch the jeep chassis a bit and just put a body on it.
