A old friend of mine passed away this past week...it's BS, like the past 3 years,  6 of my friends have passed away... I don't know what to do anymore.

In California you need to have seats and seat belts to have passengers in the bed of a truck.  I think that is simply California applying their seat belt law though, not a specially targeted law.  I know when I was growing up it was legal to ride in the bed of a pickup in California.
