ATI Tray Tools at 3DGuru.com.
Before you install it, make sure that you've disabled Catalyst Control Center. You don't have to uninstall it (it might create some additional, non-needed headaches if you try), just make sure that in your startup programs that you've disabled CCC from starting at boot up. Now that you've disabled CCC from starting up at boot up, make sure that you've also got it closed (right click on the CCC icon in your SysTray and select Exit). Now install ATI Tray Tools and follow the onscreen instructions to install it.
After you've installed it, there are something you may want to disable in ATI Tray Tools, namely the onscreen display (it shows your FPS in the corner of your screen). Right click on the ATI Tray Tools icon on the SysTray and select Tools & Options, then select Onscreen Display. Next, in the General Settings, uncheck Enable OnScreen Display.
If you have specific questions on how to use ATI Tray Tools, I can try and help you out some more.
