Heck, that Screenshot says something is running hot.
HDD is running a bit high really.
As for cooling fans always running, that's just how they work. Unless it's on Automatic settings (such as a CPU Cooler), it'll always be running near max. No computer fan should be off unless it's an excess fan anyways, CPU/GPU/PSU ones aren't in that category. If powered via pure Molex there is no way to control it and it runs near max, if it is controlled via 3/4-pin then the Motherboard will auto control it for best temps, or with the right software you can.
I run all my fans 100% for best cooling, but if it gets a bit warm here at times so I tried to keep it cool as best I can to avoid any heat issues.

If the fans are running too high, then it's likely, as mentioned, a heat issue possibly caused by dirt/dust/grime. Any of the mentioned programs will work to help determine that.
